POSITION STATEMENT: Chamber Supports rezone at SEC of Higley and Ocotillo Roads

On behalf of the Gilbert Chamber of Commerce and the business community we represent, we express our support for Case Z25-13, a request to rezone approximately 16.14 acres located at the southeast corner of Higley Road and Ocotillo Road from Shopping Center (SC) to General Commercial (GC). The request would allow for the development of a commercial master site plan, including a user exceeding 75,000 square feet.

The Gilbert Chamber has routinely supported thoughtful commercial development along major transportation corridors, particularly when it reflects market demand, strengthens the local tax base, and improves quality of life for residents. This request is consistent with those principles.

Residents in southeast Gilbert have long expressed a desire for additional neighborhood-serving commercial services. As residential growth has continued in this area, feedback has consistently reflected interest in expanded access to nearby retail, dining, and service options. Residents want more opportunities to meet daily needs closer to home. Supporting appropriately located commercial development helps address long-standing community expectations.

From an economic standpoint, commercial investment at key intersections, such as Higley and Ocotillo, supports job creation, increases sales tax revenue, and strengthens Gilbert’s long-term fiscal sustainability. Larger commercial users often serve as anchors that attract additional complementary businesses, creating a stronger ecosystem that benefits both residents and locally owned small businesses.

The Chamber remains committed to supporting balanced growth that ensures commercial development keeps pace with residential expansion. When commercial services lag behind residential growth, it puts pressure on transportation systems, reduces convenience for residents, and limits local economic opportunities. Projects such as this help maintain that balance.

For these reasons, the Gilbert Chamber supports approval of Case Z25-13. We appreciate the applicant’s investment in our community and the Town’s continued commitment to thoughtful, long-term planning.
