On behalf of the Gilbert Chamber of Commerce, we express our overall support for the proposed updates to the Heritage Village Center (HVC) zoning district. The Chamber believes these revisions align with the Town’s vision for a vibrant, economically sustainable downtown that balances historic preservation with modern business needs.
We appreciate the thoughtful approach taken by staff to establish predictable height allowances, promote active ground-floor uses, and incentivize public realm improvements through a voluntary bonus system. Collectively, these tools create clearer pathways for investment in the Heritage District and encourage projects that deliver meaningful community benefits. The proposed 75-foot base height (with potential to reach 90 feet through bonuses) is particularly valuable in attracting mixed-use development, new office opportunities, and hospitality projects that contribute to Gilbert’s employment base and downtown vitality.
While we support the proposed direction, the Chamber encourages a few refinements to ensure that the code remains both feasible and business-friendly, particularly for smaller property owners and infill developers:
- Provide flexibility within the bonus menu. The cost of certain improvements—such as subterranean or surplus public parking—can be prohibitive on smaller parcels. We recommend allowing off-site contributions or fee-in-lieu options for parking and public art to ensure equitable participation by all property owners.
- Revisit the 1:1 stepback requirement along Gilbert Road. Adjusting the trigger height or offering design alternatives could help preserve pedestrian character while allowing for economically viable upper-floor development, especially for hotels or offices that rely on efficient floor plates.
