POSITION STATEMENT: Chamber Supports Heritage District Stormwater Management Improvements, Voluntary Contribution Program

The Gilbert Chamber of Commerce appreciates the Town of Gilbert's efforts to address stormwater infrastructure needs within the Heritage District while supporting continued economic development and redevelopment opportunities. The Gilbert Chamber of Commerce supports the proposed voluntary capital contribution program, which would give eligible property owners and developers an alternative to building on-site stormwater retention systems.

Our support is based on the following considerations:

  • Encouraging Economic Development and Redevelopment: Providing an alternative to on-site stormwater retention can reduce development constraints, improve project feasibility, and encourage reinvestment in the Heritage District.
  • Supporting a Business-Friendly Regulatory Environment: A voluntary contribution program provides property owners and developers with greater flexibility while maintaining clear and predictable development requirements.
  • Investing in Critical Infrastructure: Strategic stormwater infrastructure improvements support long-term economic vitality, protect existing investments, and accommodate future development.
  • Promoting Responsible Cost Allocation: A contribution methodology based on infrastructure costs and retention capacity provides a framework for sharing capital costs associated with new development.

The Chamber recognizes the importance of maintaining voluntary participation, transparent contribution calculations, and consistent program administration. We believe the proposed voluntary stormwater contribution program offers a practical way to balance infrastructure needs with continued economic growth and redevelopment opportunities.

We appreciate the Town's engagement with the business community and its commitment to identifying solutions that support a vibrant and economically sustainable Heritage District.
