- Supports the continued viability of Gilbert business experiencing financial hardship due to the ongoing COVID-19 pandemic.

Maricopa Community Colleges will deliver entry-level career and technical programs to assist Gilbert residents who have been impacted by COVID-19 to help support them throughout this pandemic and better prepare them for the future.

Gilbert has partnered with Hownd, a customer foot traffic and revenue-generation platform for local brick and mortar businesses, to promote gift cards and promotional offers though an online marketing program. Business Relief Grants with Arizona Community Foundation
UPDATE 5.19.2021 - Round 3 of the #GilbertTogether Business Relief Grant application process opens Wednesday, May 19, 2021, and will remain open through Friday, June 25, 2021, at 5:00 PM, or until grant funds are exhausted, whichever comes first. Temporary Extension of Premise
Below is a link to the Town of Gilbert’s updated Temporary Extension of Premise application which provides a streamlined process to allow Gilbert eating and drinking establishments the opportunity to expand their services to outdoor areas for up to 6 months. The review shall be completed within 14 calendar days and there is a $50 fee associated with a Temporary Expansion of Premise.

FEDERAL PROGRAMS
The Shuttered Venue Operators (SVO) Grant program
Last week, the U.S. Small Business Administration (SBA) announced that the application portal for the Shuttered Venue Operators Grant (SVOG) program will open on Thursday, April 8, 2021. Applicants must first register in order to apply for the grants, which can take several days.
Eligible entities include:
- Live venue operators or promoters
- Theatrical producers
- Live performing arts organization operators
- Relevant museum operators, zoos and aquariums who meet specific criteria
- Motion picture theater operators
- Talent representatives
- Each business entity owned by an eligible entity that also meets the eligibility requirements
To prepare in advance of the SVOG application portal opening on April 8, potential applicants should:
Get registered in the federal government’s “System for Award Management” (SAM.gov), as this is required for an entity to receive an SVOG. Registration is free.
Reference the preliminary application checklist and eligibility requirements for more specific details.
https://www.sba.gov/funding-programs/loans/coronavirus-relief-options/shuttered-venue-operators-grant#section-header-0 The Shuttered Venue Operators (SVO) Grant program was established by the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act, signed into law on December 27, 2020. The program includes $15 billion in grants to shuttered venues, to be administered by the SBA’s Office of Disaster Assistance.
Eligible applicants may qualify for SVO Grants equal to 45% of their gross earned revenue, with the maximum amount available for a single grant award of $10 million. $2 billion is reserved for eligible applications with up to 50 full-time employees.

- Venue or promoter must not have received a PPP loan on or after December 27, 2020

Stimulus Guide for Small Businesses: The U.S. Chamber has created a new Guide to Small Business COVID-19 Emergency Loans to provide you with the latest information and answers to FAQs about the changes that have been made to the Paycheck Protection Program (PPP) and the Economic Injury Disaster Loans (EIDL) Program as part of the end-of-year pandemic relief package Congress has passed.
SBA and Treasury Announce PPP Re-Opening; Issue New Guidance
The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced today that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers.
To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter.
SBA and Treasury Announce Simpler PPP Forgiveness for Loans of $50,000 or Less
The U.S. Small Business Administration, in consultation with the Treasury Department, today released a simpler loan forgiveness application for Paycheck Protection Program (PPP) loans of $50,000 or less. This action streamlines the PPP forgiveness process to provide financial and administrative relief to America’s smallest businesses while also ensuring sound stewardship of taxpayer dollars.
“The PPP has provided 5.2 million loans worth $525 billion to American small businesses, providing critical economic relief and supporting more than 51 million jobs,” said Secretary Steven T. Mnuchin. “Today’s action streamlines the forgiveness process for PPP borrowers with loans of $50,000 or less and thousands of PPP lenders who worked around the clock to process loans quickly,” he continued. “We are committed to making the PPP forgiveness process as simple as possible while also protecting against fraud and misuse of funds. We continue to favor additional legislation to further simplify the forgiveness process.”
“Nothing will stop the Trump Administration from supporting great American businesses and our great American workers. The Paycheck Protection Program has been an overwhelming success and served as a historic lifeline to America’s hurting small businesses and tens of millions of workers. The new form introduced today demonstrates our relentless commitment to using every tool in our toolbelt to help small businesses and the banks that have participated in this program,” said Administrator Jovita Carranza. “We are continuing to ensure that small businesses are supported as they recover.”
SBA and Treasury have also eased the burden on PPP lenders, allowing lenders to process forgiveness applications more swiftly.
SBA began approving PPP forgiveness applications and remitting forgiveness payments to PPP lenders for PPP borrowers on October 2, 2020. SBA will continue to process all PPP forgiveness applications in an expeditious manner.

Paycheck Protection Program (PPP)
The Paycheck Protection Program and Health Care Enhancement Act was signed into law Friday April 24, 2020, adding $310 billion in funding for PPP. Smaller lenders now have $60 billion specifically allocated for PPP loans are now approved lenders for the PPP loan with a designated $60 billion for loans. Insured depository institutions, credit unions and community financial institutions with assets that amount to less than $50 billion qualify to be lenders, in addition to the previously eligible 7(a) lenders.
THE PAYCHECK PROTECTION PROGRAM (PPP) CLOSE AT THE END OF AUGUST 8, 2020. AS SUCH, SBA IS NO LONGER ACCEPTING PPP APPLICATIONS FROM PARTICIPATING LENDERS.
APPLY FOR LOAN FORGIVENESS The U.S. Small Business Administration has released a new EZ Loan Forgiveness Application and revised full forgiveness applications to support more small businesses by making the Paycheck Protection Program more borrower-friendly.
Economic Injury Disaster Loan (EIDL)
April 22, 2021 Update: SBA Office of Disaster Assistance (“ODA”) commenced contacting borrowers that submitted a loan increase request to CovidEIDLIncreaseRequests@sba.gov beginning on April 6 with the below “Next Step” instructions. All borrowers that previously requested a loan increase should be contacted by COB on April 23, 2021.
Next Steps for COVID-19 EIDL Increase Requests
- Log into your SBA loan portal account at: https://covid19relief1.sba.gov/
- After you log into your account, click on the button that reads “Request More Funds”; The “Request More Funds” button will only be visible if your current loan amount is not already at the maximum loan limit
- Next, you will be asked to disclose if any changes have occurred since the original EIDL application was submitted, such as any owners of 20% or more of the applicant business being currently involved in a bankruptcy
- You also will be asked which form was used for the applicant business’s most recent tax return, such as Form 1040 (Schedule C, E or F), 1065 (Partnership), 1120S (S Corporation), or 1120 (C Corporation)
- Next, you will use the slider bar to select a new increased loan amount
- You may be required to electronically sign an IRS Form 4506-T allowing the SBA to obtain tax transcripts directly from the IRS
- Once these steps are completed, you can submit the loan increase for processing
SBA Launches $5,000 Supplemental Targeted Advance – Effective yesterday, April 22, 2021, SBA Office of Disaster Assistance (“ODA”) is launching the $5,000 Supplemental Targeted Advance program, which was part of the American Rescue Plan Act signed into law on March 11, 2021.
- SBA-ODA will utilize the Targeted EIDL Advance application to determine if businesses meet the below eligibility criteria for the Supplemental Targeted Advance:
- Located in a low-income community
- Suffered greater than 50 percent economic loss
- Have 10 or fewer employees
- Only businesses invited to apply for the Targeted EIDL Advance can also be considered for the Supplemental Targeted Advance. SBA-ODA will contact potentially eligible business entities directly to apply for the Targeted EIDL Advance; upon completion of the application a determination will be made if they also qualify for the Supplemental Targeted EIDL Advance.
- If a business already completed the Targeted EIDL Advance before April 22,2021 and meets the above eligibility criteria, SBA will send them a follow up request to confirm that they want to receive the $5,000 Supplemental Targeted Advance. If they decline the Targeted EIDL Advance, they will not be considered for a Supplemental Targeted Advance.
March 25, 2021 Update: The U.S. Small Business Administration is increasing the maximum amount small businesses and non-profit organizations can borrow through its COVID-19 Economic Injury Disaster Loan (EIDL) program. Starting the week of April 6, 2021, the SBA is raising the loan limit for the COVID-19 EIDL program from 6-months of economic injury with a maximum loan amount of $150,000 to up to 24-months of economic injury with a maximum loan amount of $500,000. Businesses that receive a loan subject to the current limits do not need to submit a request for an increase at this time. SBA will reach out directly via email and provide more details about how businesses can request an increase closer to the April 6 implementation date. Any new loan applications and any loans in process when the new loan limits are implemented will automatically be considered for loans covering 24 months of economic injury up to a maximum of $500,000.
The U.S. Small Business Administration’s (SBA) Economic Injury Disaster Loan (EIDL) provides economic relief to businesses that are currently experiencing temporary difficulties and loss of revenue. Additionally, small businesses are eligible to apply for an Economic Injury Disaster Loan advance of up to $10,000.
There is no minimum loan requirement, although loans are capped at $2,000,000 per business. EIDL may supplement a Paycheck Protection Program loan as long as the funds are not used for the same purpose. The loan repayment may be deferred for up to one year and repayment terms up to 30 years are available.

Tax credits for providing paid leave to employees who take time off related to COVID-19 vaccinations
The Internal Revenue Service and the Treasury Department announced today further details of tax credits available under the American Rescue Plan to help small businesses, including providing paid leave for employees receiving COVID-19 vaccinations.
The additional details, provided in a fact sheet released today, spell out some basic facts about the employers eligible for the tax credits. It also provides information on how these employers may claim the credit for leave paid to employees related to COVID-19 vaccinations. LEARN MORE.
Employee Retention Tax Credit
The Employee Retention Credit is a fully refundable tax credit for employers equal to 50 percent of qualified wages (including allocable qualified health plan expenses) that Eligible Employers pay their employees. This Employee Retention Credit applies to qualified wages paid after March 12, 2020, and before January 1, 2021. The maximum amount of qualified wages taken into account with respect to each employee for all calendar quarters is $10,000, so that the maximum credit for an Eligible Employer for qualified wages paid to any employee is $5,000.
Eligibility: Eligible Employers for the purposes of the Employee Retention Credit are employers that carry on a trade or business during calendar year 2020, including tax-exempt organizations, that either: Fully or partially suspend operation during any calendar quarter in 2020 due to orders from an appropriate governmental authority limiting commerce, travel, or group meetings (for commercial, social, religious, or other purposes) due to COVID-19; or Experience a significant decline in gross receipts during the calendar quarter.
Main Street Lending Program
Under the Federal Reserve Act and U.S. Treasury and Federal Reserve Board, the Main Street Lending Program consists of the Main Street New Loan Facility (MSNLF), the Main Street Priority Loan Facility (MSPLF) and the Main Street Expanded Loan Facility (MSELF). Main Street loans are intended to facilitate lending to small and medium-sized businesses that are not eligible for the SBA Paycheck Protection Program. Principal and interest payments will be deferred for one year. The Main Street Lending Program loans are not eligible for loan forgiveness. A borrower may only participate in one of the loans under the Main Street Lending Program.
BBB Main St. Matters
BBB Serving the Pacific Southwest launched the Main St. Matters program to offer emergency grants in the form of $500 or $1,000 awards for businesses that have been financially impacted during the COVID-19 crisis. The grant is open to qualified small businesses that are in good standing with the BBB.
Eligibility: Small businesses; in good standing with BBB, location in Apache, Coconino, Gila, La Paz, Maricopa, Mohave, Navajo, Pinal, Yavapai, and Yuma Counties.
SBA Lender Match
The Small Business Association (SBA) works with lenders to provide loans to small businesses. The agency does not lend money directly to small business owners. This system allows for competitive terms, counseling and education, and unique benefits.
Lenders found through the SBA Lender Match can assist with loans such as:
SBA 7(a) Loan - provides loans of up to $5M for borrowers who lack credit elsewhere.
SBA 504 Loan - provides loans of up to $5.5M to approved small businesses with long-term, fixed-rate financing used to acquire fixed assets for expansion or modernization.
SBA Microloans - provides loans up to $50,000 to help small businesses start up and expand
SBA Express Bridge Loans
The Express Bridge Loan Pilot Program is for small businesses who already have a relationship with an SBA Express Lender to access up to $25,000. These loans are intended to help small businesses overcome the temporary loss of revenue and can be a term loan or used to bridge the gap while applying for a direct SBA Economic Injury Disaster Loan. If a small business has an urgent need for cash while waiting for a decision and disbursement on an Economic Injury Disaster Loan, they may qualify for an SBA Express Disaster Bridge Loan.

STATEWIDE PROGRAMS
AZ Grant: Safest Outside Restaurant Assistance Program (SORAP)
The Safest Outside Restaurant Assistance Program is designed to assist bars and restaurants in funding infrastructure needed to expand their premises. The program will fund up to $10,000 in expenditures for items such as outdoor furniture, barriers, patio heaters, parklets that restaurants need to extend their premises to approved outdoor spaces.
The program is aligned with a new Executive Order by Governor Ducey that reduces regulatory hurdles for restaurants to safely expand their premises outdoors.
Grant expires: 1/8/2021
APS Customer Support Fund
Arizona Public Service (APS) has set up a Customer Support Fund to assist customers who need help paying their APS bills. Small business and residential customers who are past due on their APS bill can qualify for the fund if they have an unexpected loss of income, higher medical or childcare expenses, or other financial hardship created by the COVID-19 virus. To apply, call 602-371-7171 (800-253-9405), weekdays from 7 am to 7 pm.
SRP
Customers in need of assistance can call SRP (602.236.8833) to learn about programs available to business customers and/or generous and flexible payment plans and/or grants available.
Southwest Gas
Southwest Gas also has assistance programs for customers who might need some help, or who want to jump on a different payment plan. Customers can visit this website or call 877-860-6020 for COVID specific assistance. Outside of COVID programs, we also have additional assistance programs, which can be reviewed here, as well.
Growth Partners Arizona Small Business Success Loan
Small Business Success Loans are for small businesses that need to borrow larger loan amounts for growth and expansion, equipment, long-term working capital, tenant improvements and consolidation of more expensive debt. This loan ranges from $10,000 - $75,000 with terms from six months to five years.
Eligibility: Do business in Arizona (valid business license and be in good standing with the state of Arizona); Annual revenues in excess of $50,000; In business for at least two tax filing periods; no start-up businesses; Minimum FICO score of 660; Priority is given to businesses located in CDFI investment areas
Chicanos Por La Causa Prestamos
The Chicanos por la causa Prestamos division, a Community Development Financial Institution (CFDI), is offering a microloan of up to $25,000 for payroll, rent and monthly liabilities. The first six payments will be paid (both principal and interest) directly by The SBA. The remaining balance will be amortized over a 6-12 month term based on repayment ability. There is a 3% loan origination fee and the interest rate for this loan is 6.5%.
Arizona Small Business Rent and Mortgage Relief Grant Program
The Governor’s Office is partnering with Local First Arizona Foundation to launch the Arizona Small Business Rent and Mortgage Relief Grant program. The partnership, which includes $10 million from the Crisis Contingency and Safety Net Fund, will quickly and prudently help small business owners meet their rent and mortgage obligations. The grant program will provide grants for up to two months of rent or mortgage payments with a maximum award of $25,000. Grants will be prioritized for businesses that are most in need of the funding to meet their rent or mortgage obligations and do not have access to other financial support.
Eligibility: Operations in Arizona since January 1, 2020; Gyms; Fitness centers; Bars; Water parks; Eligible businesses with less than 50 employees
Arizona Manufacturers’ Emergency Assistance Program
The Arizona Manufacturing Extension Partnership (AZ MEP) is providing subsidized services for manufacturers that have been negatively affected by the Coronavirus. This special program is made possible by a one-time allocation of funds in the CARES Act. Support is also available to assist companies that are producing personal protective equipment (PPE) and other supplies in response to COVID-19.
Arizona Shared Work Program
The Shared Work program provides an alternative for employers faced with a reduction in force by allowing businesses to divide available work or hours among affected employees in lieu of layoffs. The program allows the employees to receive a portion of Unemployment Insurance (UI) benefits while working reduced hours. DES is temporarily increasing the maximum reduction of hours for the Shared Work program from 40% to 60%. Employers can reduce worker's hours up to 60% and still qualify for the Shared Work Program as long as they continue to provide health and retirement benefits to participating employees. DES will not consider unemployment benefits granted during the emergency declaration chargeable to an employer’s experience rating account, including those provided as part of the Shared Work program.

Maricopa County Small Business Grant Program
Maricopa County is providing relief to small businesses experiencing hardship due to the pandemic. This grant program has reopened, any funds received under the 1.0 version (July 9 - July 31, 2020) will be subtracted from eligible amounts under 2.0. Small businesses may receive up to $25,000. Applications will be accepted from August 17 to October 2, 2020.
Eligibility: For-profit and nonprofits; Operate in Maricopa County but not within the cities of Phoenix or Mesa prior to Jan. 1, 2019; Employ 50 or less full-time equivalent employees as of March 1, 2020; Less than $5 million in gross sales between Jan. 1, 2019 and Dec. 31, 2019; Gross sales declined by at least 25 percent from March to June 2020 compared to March to June 2019
PPEP Microbusiness & Housing Development Corporation (PMHDC)
PMHDC offers a range of microloans to small businesses in southern Arizona that reside in Yuma, Cochise, Santa Cruz, Pima, Pinal, Maricopa, Gila and Graham Counties. The loan amount is determined following a meeting with a business counselor and ranges from $500 to $75,000.
Eligibility: Existing and start-up businesses; Citizen of US or permanent resident status; No default on any federal loan; Never convicted of a fraud-related felony; Up to date on child support payments; 20% or more ownership must be an applicant

U.S. Chamber of Commerce Foundation Wellbeing in the Workplace: A Practical Guide for Employers
As you may recall, last year, the U.S. Chamber of Commerce Foundation, in collaboration with the President’s Roadmap to Empower Veterans and End the National Tragedy of Suicide (PREVENTS) Executive Order Task Force and the U.S. Department of Veterans Affairs, launched Wellbeing in the Workplace—an initiative and coalition to prioritize mental health and wellbeing in the workplace—which now represents over ten million employees across the country. Just recently, the coalition released its Practical Guide for Employers—a toolkit providing actionable steps to help businesses of all sizes take measures to prioritize mental health and emotional wellbeing in the workplace.
